They were checking both for weight (things got very silly with some hyper expensive, ultralight but dangerous frames a few years back so they limited everyone to 6.8kg - but this being pro sport someone'll be breaking the rules looking for some sort of advantage) and also for seat tube electric motors of the kind it was rumoured Cancellara was using a few seasons back. The rumour was false but there is at least a proof of concept motor out there. Unfortunately, not a PoC anymore, they have been out for a while electricmountainbikes.blogspot.co.uk/2008/11/gruber-assist.html There have been some people caught using them, but so far not at the elite level, Its called "Mechanical Doping" I actually think the Cancellara claim may have had some merit

Why would you use and thus purchase one of these when your out for a leisure ride? If you can't get up a hill, it means you need to train harder, you're not fit enough or take an alternative route. By letting the motor kick in when your finding it difficult, you are negating any benefits to your body by challenging it with something it isn't yet able to respond to. They're in business so people must have a need for them?

I dont think it was ever designed for sports level cyclists, rather just another electric bike or for commuters, same as EPO was never intended for cycling, but it made its way in and destroyed the sport
