Hi all,
When I bought my bike the owner said he'd had issues screwing one of the screws back in when removing his own bottle holder. It goes in slightly but not fully and it seems it's an issue with the internal thread because it won't work for other screws.
Any suggestions on resolving this or am I resigned to finding another solution for storing my water bottle?

Its probably been stripped.
helicoil is the solution I've heard before, no idea how pricey it is though.

Try smearing a bit of grease on the screw tread then turn with the allen key (mine are allen key bolts for the cage fitting). If this doesn't work and say only goes half way in and the other bolt for the holder goes all the way in you could try using a small washer or two to secure the bottle holder.

Screw a tap into it to clean the thread up then use a new bolt and see if it will tighten without stripping the thread. If it does you are good to go. If not then you need to replace the rivnut so take it to your local bike shop.

A tap is the tool that was used to cut the thread in the first place and can be used to re-cut a damaged thread. Best visit the bike shop as they will have one and a new screw. 2 minute job so should do it there and then.
