I noticed one of the threads have been stripped on a bottle carrier fixing so the bolt is still in there and is stopping the holder pivoting but its not doing anything else.
How do i replace them? Can i buy new insert and just whip this one out and pop a new 1 in?

I guess that the best option is to bring the bike to a car or motorbike repair shop, and ask to put an HELICOIL on the damaged thread. www.helicoil.in/

As a motor mechanic, I would hellicoil it as above. Would take me about 5 minutes tops.

Do they tap it out then screw this helicoil thing in that has its own threads?

how does it work? Do they tap it out then screw this helicoil thing in that has its own threads? Try to search for helicoil on youtube, and you will understand everything. Basically, they make a bigger threaded hole in the place of the damaged one, then put the helicoil inside the new hole. The inner profile of the helicoil will be the same as the old un-damaged threaded hole.

Basically, you drill the stripped thread to the specific size as indicated in the helicoil kit. Then tap the hole with the tap in the kit, then insert the spring type thread, snap the end off, bobs your uncle, fannys your aunt.

Forget all this talk of Helicoils. The wall thickness of the insert is too thin to support being drilled out. You need to completely remove the old insert and fit a new one. Job for a bike shop or buy the bits on eBay and DIY if you have the skill.

Did I read somewhere about one of the other members taking it to Decca and the mechanics gave a new frame.
