Looking to get a C02 bike pump, wondering do you empty the entire capsule into the tire, and how do you judge the PSI without a dial. I know its just to get me home, then would empty the c02 and fill with track pump

I use whole cartridge. PSI depends on tyre size and cartridge. it will say on cartridge box but I use 23c tyres and get about 120psi from standard cartridge.

That's same one as me. Used it several times without problems. Excellent bit of kit

Which cartridges do you use with this pump and how much are they?

I just use the lifeline ones as generally cheapest but any threaded ones will do (cartridges basically only come in two types - threaded and threadless. The lifeline pump is threaded (I.e. the cartridge screws into the pump which breaks seal on cartridge. You then push the pump to release gas.) To be safe I always put pump on tyre valve before screw cartridge on. That way if I accidently release gas it still goes into the tyre.
