Waterproof seal to keep your feet dry. Saves water splashing up through the unused bolt holes and soaking your feet from the underside.

They're nothing special, any waterproof tape will do, or silicone sealant filling the gaps round the cleat (once you're sure of the position). Most cycle shoes are so ventilated it doesn't really make any difference IMO.
