Wow thanks for all the feedback. Although some of it has gone a little over my head. But there's a lot to think about. The bike has gone back to decathelon who did there best. I then took it to my lbs as I thought they may be able to sort it out.
It seems like something I'm going to have to live with for a bit. Unless one of the suggestions above work. If not then knowing what I'm like, I may replace the front rings and the front derailier. But I wont be doing that till I've got some sound advise from this forum.
Thanks for the advise iv'e gotten from everyone. It's been a great help.

But this isn't an issue about cross chaining, this is an issue about the top gear cannot be used without the chain rubbing - I would expect the highest gear to be usable straight from decathlon. I was answering 48, the op needs more cable tension.

PS - were you born in the 80's? We appear to have a nation who have learnt to 'consume', when we once had a nation who went into aerial combat after a day or two's training, people who could service their own cars, build steam locomotives etc ... sigh ... you expect a lot from a budget bike and general sports and outdoor wear store, whereas I would expect a road rider to join the religion of 'fettlers' . The first time I visited a Decathlon, somewhere in the Alps last millennia, I wished we had them in the UK, on balance, I'm glad they made it over . God I sound old !

Gotten confusing real quickly this thread, But the .somthings of mm add up, up and down the gears as the shifters only shift a specific number of mm.somthing on each shift. To the original op, you can try adjusting the front dr very very very slightly more outboard, using the high limit screw. If that does not work, maybe the dr is not parralell to chainring. Lastly the cable tension might need a very very slight increase, but be careful with this as it might then mess up shifting down. To the op, reckon this is as sound advice as you're going to get. Shimano have a technical sheet. If you search 'gearing' as a word in the title only, you'll get to a thread with links to it. The trouble shooting chart is helpful to get you going. YouTube is also great for watching people 'fettle' and getting some visual clues on how things work in reality. Not sure if anyone has said it but gearing will become something big in your world, if you really get into road cycling; IMO, contrary to some views above I realise, getting into adjusting them is part of the deal. Finally, one initial hurdle is that you need to have the bike supported the right way up when 'tinkering' (a sub religion of fettling) as gravity effects operation. Halfords do a basic stand for circa Β£10 that will get you going, many of us have got by using a friend's stand or holding out for one from Lidl or Aldi, they come along every now and then in their seasonal sales for circa Β£35. There are almost as good deals on eBay and Amazon. If you do go to the lbs, watch closely so you know for next time. Hope this helps.

If the cage is straight and the limit screw goes as far as it can without making any difference, use the thumb changer on the front ring Without turning the pedals then turn the trimmer a couple of turns clockwise, put back in to gear do a few turns if not rubbing go into the middle ring then back to the big ring just to re-align things if still rubbing repeat the above trim again but by one turn, if you dont know what the trimmer is its the barrel about 2 inches long and about 2 inches from the lever.

I have the same problem, At first I lost a lot of time trying to fix it, and see what the problem was. I think the front derailleur is 9v and it is more narrow than a 8v and therefore there is less room for the chain to pass. This, together with that you can not turn the FD out because don't have space between the rings and the crankset Ounze, is a problem!
I do not use the two small to the big ring (or the medium, of course), so I travel with a 6v bike gears a repugnant.
